President’s report to FAUW board

This was our last meeting in winter; the equinox on March 20 marked the beginning of spring. I hope you’re appreciating the longer days.

I am very pleased that the President announced his support for Policy 14 at the March Senate meeting. The only remaining step is the policy’s approval at April’s Board of Governors meeting. This policy marks a milestone in moving Waterloo into being a better employer of parents of small children. When combined with the bereavement and compassionate leave improvements announced as part of our salary settlement last month, we will have a proper suite of such benefits for our members. Thank you to the drafting committee for their steadfast work on this project.

Jay Dolmage (chair of FAUW’s Equity Committee), Laura McDonald (FAUW’s Communications Officer) and I met with the team of external reviewers of the Human Rights, Equity and Inclusion office. The review team will be working on this project for the next couple of months, and my expectation is that their eventual report will primarily be advisory to Waterloo’s new president. With equity and inclusion being so much a focus of FAUW’s work right now, we’ll be watching very closely to see what comes from this review.

FAUW elections are going to begin soon! I’m so excited to see who will run and be elected to our board. The Elections Committee hosted a well-attended volunteer recruiting event on March 9. We will also have openings on all of our working groups and committees this spring as well.

This is the first FAUW board meeting in seven years without Bryan Tolson on our board; he’s stepped down as Past President after so many years of service as President, Past President, Vice President, Chief Negotiator, FRC member, and board member. Bryan has led FAUW through a tumultuous time, with humour, grace, and excellent strategy, and I’m going to miss him very much. In particular, I’m grateful for his work on both Policy 14 and as Chief Negotiator, and I wish it had not turned out that both of those issues had come to a peak of work at the same time.

This isn’t really FAUW-related, per se, but I was recently interviewed on Instagram Live by The Glow Centre, Waterloo’s LGBTQ student centre, about what it’s like to be an older (oh, dear) LGBTQ professional. I enjoyed everything about spending time with the students, but it especially reminded me just how much I learn from students whenever I spend time with them. Even with the challenge of this (endless!) pandemic, I hope you’re all getting reminded of just how lovely, and thought provoking, our students all are.

Notes from the Board discussion

  1. Fall term planning. We talked about what we know so far about how each Faculty is approaching the fall and returning to more in-person teaching. We’ll be getting into this more at the next meeting, so now is a good time to talk to a Board member about this! So far, most of the discussions about fall term are happening either in the Faculties or at Dean’s Council, neither of which we participate in. We’ve asked for the committee on timetabling, which we do participate in, to be restarted.

    Some best practices you could consider taking back to your unit that would ease the burden on everyone this fall include not assigning new course preps, and not demanding that instructors with a heavy teaching load teach a mix of in-person and online courses.

    It is our understanding that the usual accommodation process will apply, so if you anticipate needing an accommodation related to teaching in person, we recommend talking to your health-care provider about documentation soon. Accommodations do not have to be limited to having no teaching.

CAUT Gets Science Right, and Other FAUW News

Welcome back!  In this inaugural FAUW blog post for the 2013-14 academic year, I would like first to send out a keen welcome to all 70+ new faculty members who have joined UW over the last hiring cycle.  FAUW now represents ~1,150 faculty members.  I also plan to bring this blog’s readership up to date on the wide assortment of issues both new and ongoing from last year.


CAUT: “Get Science Right”

The Canadian Association of University Teachers is holding its inaugural Town Hall meeting that is part of its “Get Science Right” campaign, 17 September 3-5pm at the Waterloo Public Library.  This cross-country series of gatherings are intended to alert the Canadian citizenry about the federal government’s attitudes and policies toward a number of imbricated issues: the importance of primary, curiosity-driven research in general; the funding formulae for the Tri-Agencies; the muzzling of government-funded Canadian scientists; and the active discouragement and closure of scientific research when its results prove politically inconvenient.  The CBC will be filming an episode of The Fifth Estate at this event, and all faculty members who do research are encouraged in the strongest possible terms to attend.

Upcoming Hagey Lecture

The 2013 Hagey Lecture will be presented by historian Margaret MacMillan on Thursday, 19 September at 8pm in the Humanities Theatre, Hagey Hall. Admission is free. The topic of the lecture will be “Choice or Accident: The Outbreak of World War One”. Margaret MacMillan is regarded as a leading historian of the British Empire at the turn of the 20th century. She is an officer of the Order of Canada, a member of the Royal Society of Literature, and a professor of history at Oxford University.

Bright Starts Daycare

Good news: the construction of the Bright Starts amalgamated daycare building (between the train tracks and the Optometry building on Columbia) is still on schedule, to be ready for occupancy in mid-November. Barring unforeseen impediments, only delays in provincial inspection and licensing will keep this new facility from beginning its operations on schedule in January 2014.

Replacing Per Diems: Online Expense Claims?

UW is considering the purchase of an automated online expense claims system intended to replace the now-abandoned system of per diem expense claims. This process has raised a number of concerns regarding the security of faculty members’ private financial transactions if a non-Canadian cloud-based provider is selected to supply the software package. Consequently, in collaboration with the Secretariat and the Dean of Mathematics, FAUW is helping to organize a half-day colloquium on electronic security issues so as to inform the university’s decision when it comes to this critical software purchase. Stay tuned to this space for more information about this important event!

Changeover in Administration

UW is undergoing a massive changeover in the individuals occupying the upper levels of administration.  The following high-profile positions are currently awaiting permanent occupants:

  • University Registrar
  • Vice-President Academic and Provost
  • Associate Provost, Human Resources
  • Equity Officer (brand-new position created to address ongoing concerns about equity in hiring at UW, among other things)
  • Director of Institutional Analysis and Planning (Allan Starr has recently been hired into this position)

Scheduling

FAUW will be watching very carefully the progress of the testing being done on the proposed new scheduling system this fall.  FAUW is holding firm to its position that the new scheduling system will not be allowed to go live until it is shown to be better than the current system for all constituents (i.e., faculty members, students, administrative staff) and for room allocation.

With respect to faculty members, FAUW aims to have each colleague receive two schedules: one hypothetical created using the new system, and the real one arrived at using the current scheme and that is actually the live schedule for the term. FAUW is volunteering to coordinate the compilation of faculty members’ preferences for one schedule or the other.  Stay tuned!

No Faculty/Staff Change Room in PAC?

Over the summer, it has come to FAUW’s attention that the separate, dedicated change room for faculty and staff has been closed without a replacement planned until further notice.  Faculty members and staff are now meant to share change rooms and shower space with students.  This is an unacceptable situation for a number of very good reasons – the ease of use of camera phones and the potential for sexual harassment lawsuits come to mind.  An informal survey conducted by FAUW over the summer showed that the overwhelming majority of faculty members responding (38 of 40) were upset at the change in PAC facilities. This change also affects UW staff, and I am pleased to report that both FAUW and the Staff Association will be encouraging a return to the status quo ante (or some acceptable alternative) in the strongest possible terms.

Secure, Covered Bike Parking

Thanks to FAUW’s suggestion, four spots for covered, secure bike parking have been installed outside of Rod Coutts Hall with a view to assessing how much demand for these there actually is. While this is a commendable start, it is FAUW’s view that such secure facilities fall under the category of “build it, and they will come.” The cost-to-benefit ratio for this initiative should make its spread across campus both inevitable and a no-brainer. Further deployment of these facilities is a priority for FAUW, and we will continue to encourage the university administration to see its merits and virtues for the entire community – students, faculty and staff (e.g., greater fitness and work-life balance; improving security of UW community transportation infrastructure; stemming the flow of incessant reports of bicycle thefts to UW Police; encouraging the reduction in fossil fuel use).

Short-Term / Long-Term Disability Claims

The concerns that FAUW had raised in the summer of 2012 about the improper collection and transfer of information between Short-Term and Long-Term disability claims between UW and its insurance provider, Great-West Life, have largely been resolved to FAUW’s satisfaction.  Many thanks to all those who contributed to its eventual resolution, both from within FAUW and from UW’s staff in Human Resources.

Other items on FAUW’s to-do list for this year:

  • The prioritization of the implementation of the Work-Life Balance Report’s recommendations, as well a
    s those contained in the Status of Women and Equity Committee’s Compassionate Care and Bereavement Leave Report.
  • Defining the relationship between FUAC faculty members and their main-campus departmental counterparts.
  • Discussions surrounding the definition of ADDS status are ongoing, and the working group in charge of revisiting this set of regulations aims to report to Faculty Relations Committee and the Graduate Relations Committee this term.

Burning Issues Update & Introducing the New Board of Directors 2013-14

This week’s post will accomplish two things: bring you up to date on some of the outstanding issues that have been of concern to our members this year, and also to introduce the members of the Faculty Association board for next year.

Burning Issues Update

Covered, secure bicycle parking

As a pilot project, UW is looking into and costing out the installation of secure, covered bicycle parking in the vicinity of several buildings on campus. Any suggestions for good examples of existing secure, covered bicycle storage would be greatly appreciated.

FORE Research Accounts access

Dennis Huber informed us that a new user interface would be installed on the FORE accounting system to increase useability and user-friendliness. This process will take some time, however, so we are not to expect improvements before the end of the new academic year.

Advanced Doctoral Dissertation Supervisor (ADDS) Status

UW administration has accepted FAUW’s suggestion and agreed to set up a task force involving faculty members and graduate students, and chaired by the Associate Provost, Graduate Studies. The purpose of this task force will be to determine what the current ADDS regulations are intended to accomplish, and then to provide recommendations on how to accomplish those things without the drawbacks of the current arrangement. Faculty members hired in the last three years have been informed individually about their ADDS status and supervisory privileges. Sorting out the inconsistencies on the various faculty websites is still an unresolved task.

Short-Term / Long-Term Disability

This question of the improper collection and transfer of personal, confidential medical information has been a major concern for FAUW for almost a full year now, yet a resolution is still a work in progress. We can expect an official response to FAUW’s 8-point plan either before the end of this month or, more likely, sometime early in the Fall term.

Bright Starts: Amalgamated Daycare at UW

At long last, construction on the amalgamated daycare facility, known as Bright Starts, is well under way, and I understand that it is still on schedule for completion in November this year. I am the fourth Faculty Association president to be involved in shepherding this project through concept to implementation, so the relief at it reaching this advanced stage is spread quite widely. Many thanks are owed to all those who have been involved throughout the process. Future generations of UW faculty, staff and students will carry on being grateful for all the effort deployed.

Work-Life Balance Report

FAUW is working on an implementation matrix for the recommendations of the Work-Life Balance Report. The matrix will include suggestions for allocating responsibility for each of the recommendations, as well as an aspirational timeline for implementing them. We hope to have this matrix submitted to UW administration before the end of this year’s cycle of FAUW Board and FRC meetings (i.e., the end of June). The recommendations of FAUW’s Compassionate Care and Bereavement Leave Report will be considered simultaneously in this exercise.

To Provost or Not to Provost?

Well, as many of you already know, our institution had a heart attack last week. Dr. Sallie Ann Keller resigned from the position of Vice-President Academic and Provost (VPAP) after nine months on the job.

Quite understandably, this topic dominated the discussion at the Faculty Association Board of Directors’ meeting this past Thursday. This sort of development tends to lead to speculation about what might have gone wrong. In this post, however, I would like to highlight some of the significantly positive developments – from the Faculty Association’s perspective – that have occurred under Dr. Keller’s leadership:

  • UW did the right thing in not signing on to Access Copyright’s framework. Instead, we have developed our own set of copyright guidelines that are described in full in the UW Copyright FAQ.

  • UW’s satellite campus in Dubai is closing. The opening of this campus was actively opposed by the Faculty Association from the get-go for a variety of good reasons, including the lack of a credible business plan for the project, and the impossibility for all UW policies to apply on that campus (e.g., an openly gay faculty member would be committing a capital offence the moment they set foot off the plane in the United Arab Emirates).

Although the manner in which the closure has proceeded has generated no small amount of controversy, the facts that a) enrolment never met expectations; b) resources were deployed whose opportunity cost for main campus operations were recognized to be deleterious; and c) concerns over equity for participants in activities at the Dubai campus were never adequately addressed, have all made the Faculty Association cheer its closure. In fact, it has been difficult to resist loud shouts of “We told you so!!”

  • Inequities surrounding benefits for couples who are both UW employees have been resolved.
  • The railroading of a new scheduling system with inadequate communication and inadequate consultation with key stakeholders had been slowed, such that all interested parties can get their concerns integrated into the deployment of the new system over the next year or so.
  • After unconscionable delays and consequent mushrooming of costs, the construction of a consolidated daycare facility for the university community is finally going ahead.
There are other files around which we have seen significant progress:
  • The approaching resolution of issues around the collection and retention of confidential medical information from those applying for Short-Term and/or Long-Term Disability benefits.
  • Implementing regular, systematic checks for faculty salary anomalies and their adequate resolution.
  • The oversight and governance of Senate-approved centres and institutes, so as to avoid in the future the controversy surrounding the governance of the Balsillie School of International Affairs

All of the above being said, we recognize that there are still some issues that are the source of significant concern for our membership that we still need to push forward:

  • Per diems. Reports keep coming in that other institutions (e.g., the University of Toronto and McMaster University) have managed to retain their per diem systems for expense claims despite the apparent imposition of provincial regulations. Investigations are ongoing on the applicability of the systems deployed at those institutions to UW.
  • Senate Long-Range Planning Committee oversight of satellite campuses. We are aiming to set in place regulations that will prevent the occurrence of future debacles such as our Dubai campus. Defining satellite campuses is a key component of this issue.
  • Pensions: Not everyone is happy with the changes to our pension plan that were put forward last year for implementation in 2014. Efforts are ongoing to improve the situation through broader consultation.
  • The Work-Life Balance Report authored by DeVidi, Parry, Collington, Clapp and Brown contains a number of sensible recommendations to improve our working conditions. The exact mechanisms for the implementation of the Report’s recommendations are still under discussion.
  • Concerns over the inadequacy of UW’s provisions for compassionate care and bereavement leave have been raised and distilled into a report for FAUW’s Status of Women and Equity Committee. The implementation of this report’s recommendations is also under discussion.
  • Having biennial evaluations for tenured faculty members is an issue that has been raised many times over the years which we will be looking into more closely.

Well, there you have it: the good, the “in progress” and the “yet-to-do” lists. The length and significance of the first two are a testimony to the good working relationship the Faculty Association had with Dr. Keller. We look forward to having an equally productive relationship with Dr. Geoff McBoyle who will be returning as the interim VPAP, as well as with his eventual permanent successor.
